Judge submits 13 questions raised by Fairness Hearing

U.S. District Court Judge Michael H. Simon has submitted 13 questions on the pending settlement agreement between the U.S. Department of Justice and the city of Portland regarding a package of police reforms.

Many of the judge’s questions directly stem from community concerns raised last month during a day-and-a-half hearing before Simon.

Simon has raised questions about the controversial Police Bureau practice of allowing officers who use deadly force to wait 48 hours before they’re questioned by a detective;  the reasonableness of a 21-day deadline set for appeals to be heard before the city’s Citizen Review Committee; and the lack of a new crisis treatment drop-off or walk-in center.

Further, Simon wants to know why the Justice Department did not require Portland police to wear body cameras, as some police departments have their officers do to record and keep audio of each officer’s interaction with the public….Continue reading at OregonLive.com
